Description
running any of the drag and drop test pages with the page scrolled demonstrated any number of deeply broken behaviors, some of which vary by browser, but all of which need to be addressed.

so there are a lot of situations where, when a node isn't a direct child of document.body, things don't work correctly, particularly if they are supposed to be constrained by a bounding box. At this point I'm willing to call this a loss for 0.3.1 and punt on a larger-scale overhaul of DnD in 0.4

Alex, look like it works to me. I tried dojo/tests/dnd/test_dragdropparent.html on IE6 and FF1.5.0.4 (on Windows). Can you be more specific about the browser / operating system / test, and how it fails?
