dojo.number.format does not work with type scientific

Description

When setting the type option to "scientific" or the pattern to a string containing "E", you do not get a scientific formatting. Instead an exception is thrown. The exception states "exponential notation not supported".

Scientific formats should be supported, especially as the documentation mentions the "scientific" format option.

I set this to defect, because it is at least wrong to throw an exception for a valid input. (Removing the scientific option in the documentation would fix this part, however a proper implementation would be preferred :-).
