What do you think about implementation of DOM traversing function like in jquery (http://docs.jquery.com/Traversing) ?

I like them (at least some of them). Initially, I think this would be best in plugd, where we can hash out the API nuances and merge back into Dojo proper somehow. (I already have a lot of these type functions in there now). It is important NOT to look at/cpoy the JQ implementation when writing these functions, as we want to be able to license them and distribute them freely.

please see dojox/jq.js or dojo.NodeList?-traverse and dojo.NodeList?-manipulate. Please open additional tickets citing specific functionality desired but not present.
