special characters break makeCix

Description

There are a few characters in dojox/date/HebrewDate.js inline docs that break the makeCix.php script generation for some reason. Need to investigate and fix.

Is it processing input as UTF-8?

(In [17330]) fixes #9005 - digging around turned up: http://bugs.php.net/bug.php?id=43549 which indicates a wontfix on some random utf8 condition which apparently we are creating. the utf-filter from rasmus at php.net (fix_utf in makeCix.php) at least gets makeCix past fail.

the only place this is really an issue in the code is dojox/date/hebrew/numerals.js which has: can be in format ?\215?\144 or ?\215?\144'

and vi didn't print those nicely. see line 98 numerals.js
