Shake animation needs extra dojo.require() statements

Description

When attempting to use the shake animation with charts created using dojox.charting, strange things happen unless a dojo.require("dojo.fx") line is present.

In Firefox I was getting errors yesterday but now I'm just getting silent failures on that animation (if multiple actions are combined, such as highlight and tooltip, they play fine, but the shake gets skipped).

In IE6 with debugging enabled, I get a whole bunch of "Object doesn't support this property or method", and "'action' is null or not an object". The more I move my mouse around, the more errors pop up.

The errors I was getting in Firefox have returned: "dojo.fx.combine is not a function" and "_b.action is undefined"
