comments starting with //@ or /*@ cause errors in IE

IE JScript has a feature called conditional comments that can be turned on using @cc_on hostenv_browser.js did this to help the developer debug that file. I have removed this because the conditional comment feature once turned on interferes with DWR (Direct Web Remoting) because they use the same escape sequence.

In general, any subsequent @ or /*@ gets interpreted once conditional comments are turned on. For example: <script src="dojo.js"></script> <script> @ alert('hi'); </script> would show an alert or @ @ would cause a syntax error (invalid character).
