IE8: Dialog title doesn't show up

Description

On IE the area for the dialog title is just blank.

The text is there and I don't see any strange styles or sizing, but it's not appearing.

(In [16441]) Fix display of dialog title on IE8.

  • Specifying padding on a span, at least vertical padding, is strange/suspect, given that it's an inline element, and furthermore it breaks IE, and seems to have no effect on FF. Removed the vertical padding.
  • Also removed some vestigal rules about borders.

Fixes #8349.

(In [16481]) Just add id's to a few widget (and thus their domNodes) to make it easier to debug problems (refs #8349)
