dijit.layout.BorderContainer: need to call resize() after adding a Content Pane with splitters

Description

When adding a content pane with splitters to a border container, you have to call "resize()" on the Border Container before the splitters can be used (ie, dragged to resize the content pane) I already discussed it in the dijit forums :

Closing in favor of #8469 which has a test case.
