customBase build should have option not to inject dojo._base dependencies

Description

Allow customBase builds a way to skip the injection of dojo._base dependencies. Maybe something like:

{
name: "dojo.js",
customBase: "skipInject"
....

So if customBase: true, then get the injection. For the future, change the docs so that customBase has values of "inject" and "skipInject" in the public docs. Or something like that. Not sure if "inject" is the right word yet.

A "true" value should still be possible for backwards compatibility, meaning inject.

the current build is capable of excluding all of base - leaving just an amd loader.

Note: can be done by setting async:true in data-dojo-config. (Note that this will be the default and only behavior starting in 2.0.)
