This ticket must be referring to the tundra theme.

Actually, even on tundra, the style of disabled dates and next/previous dates a bit different. The next/previous month dates have a shaded background:

Still, it is a bit hard to differentiatiate. The soria and nihilo themes do a better job, by crossing out the disabled dates. I'll put that in for tundra too.

    1 In the Calendar popup used in dijit.form.DateTextBox disabled dates have the same style as dates in the next/previous months.  This results in a poor user experience in a scenario where a user wants to select dates in the preview area for the next or previous month.  In this case the user is unable to distinguish dates disabled dates from enabled ones.
