Hover state of text in widgets needs to be more contrasting and same for all widgets

Description
This refers to all themes, e.g. Button hover text color needs to be same as Tab hover text color.
This will go along with the theme optimisation for CSS variables. We then will be able to change the text color in one go and create a whole theme structure out of a dictionary file.

I'm marking this as fixed as per new claro theme... claro definitely has a lot of contrast on hover, and as for consistency across widgets, it's hard to compare tabs vs. buttons since unhovered buttons are already blue whereas (unselected) unhovered tabs are gray, but in any case the effect across widgets seems consistent to me.
