Description

thanks to the inclusion of DocTests?, DOH now implicitly assumes that DojoX is available if it's loaded in a Dojo environment. The require() should be resilient to failure, simply skipping DocTests? if the module can't be loaded.

(In [14122]) update DOH runner to not barf if dojox isn't available in a Dojo environment. Fixes #7035 !strict
