I think - as with any other form widget - the rating widget should support a required parameter. It seems odd at first sight, but sometimes you'd want to force a user to rate something.

mark all (open) tickets w/blank milestones to be "tbd"; their milestones need to be set to a version number or to "future"

additionally, taking the validation input dijit as reference a tooltip should pop up when required is true and no value is given
