TimeTextBox: Posts time as GMT-8:00 even though I'm in PDT (Daylight Savings)

Description

TimeTextBox? sends a time that looks like: T08:00:00GMT-08:00

However, I'm currently in daylight savings time (PDT), not PST.

PDT is GMT-7:00 PST is GMT-8:00

The end result is that when I parse that time into a java Date object the time shifts one hour from what I expected. Or rather, the time is the same in an absolute sense, but a time the user entered with the notion of PDT was interpreted as PST.

The timepicker was using a date internally like Jan 1 1972 and only modifying the date. We could have used 'today', but when selecting a time without a date, it doesn't seem to make sense to assume a timezone at all.
