Submenu indicator icons not visible in high contrast

Description

The triangle icons that indicate the presence of a submenu are not visible in Windows high contrast mode. To reproduce:

  1. enter high contrast mode
  2. open dijit/tests/test_Menu.html
  3. right click to open a menu
  4. triangle icons are not visible

The patch uses display:block. When reviewing please consider if that should have been display:inline. Block seemed to work but inline seems more correct.

updated the patch - dijit_a11y styles go into dijit.css and not tundra.css. Had to remove the !important from the tundra .dijitMenuExpandInner class

(In [11149]) fixes #4738. Remove dijit_a11y class referenced in menuitem template and add appropriate dijit_a11y class to dijit.css. Remove conflicting important declaration from tundra dijitMenuExpandInner. Modifications to changes made by ptbrunet (IBM CLA)
