Need mechanism to resize split containers via the keyboard

My current plan is to use some special key to move focus to the "grab handle" and to use the arrow keys to resize in some percentage increment.

if we put a tabindex=0 on the container, will this work in IE and FF to allow user to read the info? If so, doc this.

In Firefox the split container will be in the tab order (this is default FF behavior) so if the data is not visible, the user can use the arrow keys to scroll the data into view. This is not the case in IE, so the doc will be updated to indicate that if there is a chance of the data not being visible within a split pane, a tabindex=0 should be put on the content pane within the splitpane.

currently the splitters are put into the tab order - this is good but I need to look into assigning a role to the splitter.

(In [12284]) refs #4518 added waiRole=separator to the splitter div for a11y. Waiting to hear back from screen reader developer if there is a better role to use before closing.

closing as I have confirmed that separator role is the best we can do for now

I wonder about a combination of role="range" and aria relation aria-controls="pane1ID pane2ID"...
