regression: toolbar high contrast mode not working in FF

Description

I suspect that the CSS was changed to fix the size of the toolbar buttons? Previously the button size would expand to accomodate the text. This is no longer happening in FF so there is no text displayed when in high contrast mode. Still works correctly in IE7.

(In [10420]) fixes #4360 - _testCommon.js sets body class, crushing any classes already set. in FF, a11y detection runs on startup, and sets the class to dijit_a11y before addOnLoad runs. ie7 unaffected, it is added onLoad by a11y detection already.
