focus is not evident when use ctrl-pageup/ctrl-pagedown to move through tab pages

I think we need to think about this a bit more. Currently ctrl-pageup/ctrl-pagedown only work when focus is within the tab panel. And when the next pane is activated, it is not obvious where focus ends up. Does this need to be addressed? Should be we be setting focus to the tab title and have ctrl-pageup/pagedown work when focus is there as well?

Also, in test_tabContainer.html there are problems with the last tab in the first example on FF. Tab to the button in tab 3 of the first example, press ctrl page down twice so that the Sub Tab Container pane is active. Press ctrl-pagedown again- nothing happens ctrl-pageup doesn't work, either. - this might have to do with the fact that there is a sub tab on this page. However, it works properly in IE 7.

I like this idea. I was taking the approach that ctrl-paging places focus in the newly presented container, but putting focus to the tab title might be less fragile. Shall I proceed?
