InlineEditBox: highlighting strange

Description

Mousing over an InlineEditBox? (before clicking to edit), in the case of an <h1> or <p> the whole region should be highlighted, not just the text itself. See http://download.dojotoolkit.org/release-0.4.3/dojo-0.4.3-widget/tests/widget/test_InlineEditBox.html for example of expected behavior.

Essentially a dup of #4097 I think.

I need some help understanding the problem being described. What is the difference between "the whole region" and "just the text"?

When you hover over the InlineEditBox? there should be a single yellow rectangle containing the text, not an irregular shape. I'll attach some screen shots.

See above screenshots... the second one was generated against 0.9 with the markup:

and then I used the editor to insert a few more lines.
