Description
In dijit/tests/layout/test_tabcontainer.html the handler tab does not work. I have tested this with IE6 and Firefox 2.0.0.3 and 2.0.0.4. I have also had someone else test it with IE7 and it fails for that browser as well.

Right, we're not supporting the "handler" anymore. I'll remove it from the tests.
