Summary: Create alternative themeNoir theme

Mainly not finished are TabButton? and Dialog. Images for TabButton? (but with three parts, not sliding door) are checked into theme/noir already.

I asked Sam to take a look at helping. Owen wants to make all the images but doesn't have time right now to deal with HTML and CSS headaches.

I'll take this; I was planning on re-doing Noir based on the theme I created for the API docs site as it is.

I'm not interested in checking more themes into dijit, because the themes we have now have been abandoned by their owners and I can't maintain them all. Plus which, any new themes should really be variants on claro, generated from a separate variables.less file. So, closing this for now.

Obviously you could check this them into the promised new package repository (as a separate package separate from dijit).

Works for me, and I think that's not a bad idea (doing it as a package). Odds are I'd end up basing it off the Aristdojo theme anyways but obviously it's not a priority.
