Add a source distribution including the buildscripts

Description

The tagged versions from SVN are not in a zipped format as are the distributions. There is a nightly build of a zipped format, but I don't see one of the official releases.

If the buildscripts are really something that we should be using as described in the manual, is there no zipped distribution that includes the buildscripts? Is this something only a dojotoolkit contributor should use, and if so, why is it in the user manual? This feature of the dojotoolkit, being able to compile and compress only the pieces needed, and also compressing our own javascript, is something useful to any serious user of the dojotoolkit, not just source contributors.

It would help our build process immensely if there were an official zipped distribution somewhere of 0.4.0 that includes the buildscripts directory. It would be much faster than us having to checkout and zip the source before we copy the distribution into our maven repo each time there is another dojotoolkit release.

(In [7430]) Fixes #1888. The release script now generates an svn source package and all the builds now use the strip-resource-comments ant target to strip comments from all js files in the build's src/ directory
