TimeTextBox: drop down filtering one keystroke behind on iOS8

Description

Similar to #18396 and #18501, on iOS8 when you type into TimeTextBox?'s <input> to filter the dropdown list, the list is always filtered by the second to last keystroke rather than the most recent one.
