_DateTimeTextBox throws errors if no arguments are passed to constructor

Description

Creating a new instance of a DateTextBox? or a TimeTextBox? throws an error if no arguments are passed to the constructor. This is because the constructor in _DateTimeTextBox does not check if params is undefined and also tried to check the instance's params property when the drop down is created, which doesn't exist.
