dom-style.get gives incorrect width for ie11

Description

Looking at the source code it is apparent that it is the fact that the code in the has("ie") check in _toStyleValue is not being executed as it had once been expected to.

A simple scenario to check this against would be to create a table element and get the style width:

<table><tbody><tr id="trow"><td>Col A</td><td>Col B</td></tr></tbody></table>

domStyle.get(dom.byId("trow"), "width")

On IE11, this will produce width of 0; previous versions will produce a non zero value.
