Select: doesn't work in Toolbar

Description (last modified by bill)

According to ktiedt (see #16266), Toolbar arrow key navigation doesn't work when the Toolbar contains a Select.

Sounds like the Select is calling evt.stopPropagation() on the left and right arrow keys, but it shouldn't be.
