[regression] can't keyboard navigate to drop down menu when using JAWS

Description

Since 1.8, when using the JAWS screen reader and pressing SPACE or ENTER to open a drop down menu, focus doesn't move to the drop down menu, and there's no way to get it there using the keyboard (i.e. TAB and DOWN ARROW don't work).

It's because of #10716 combined with the fact that JAWS lies to the browser, telling it there was a mouse click when really it was a keyboard action.
