FileUploader refers to icon in defunct tundra theme

Description

We are packaging dojo and using the claro theme, but dojox.form.FileUploader? has a hard-coded reference to: dijit/themes/tundra/images/buttonActive.png

It shouldn't expect that image to exist when dojo is deployed using one of the supported themes.

dojox/form/FileUploader is deprecated. Use dojox/form/Uploader.
