dijit/Fieldset legend vs title

Description

dijit/Fieldset has method postCreate in which it checks 'this.legend' property (github source). There is no such property on Fieldset. I believe, that it should check for property 'title'.

According to docs, title should override content of legend tag, the current implementation prefers content of legend tag before title.
