[patch] Make optimizeCss fetch file using AMD packages

Description

To optimize css files, the css files and there inclusions needs to be found in the source tree of the module I build.

I liked the css optimizer to be able to fetch (relative) files more and less like the AMD loader in order to be able to load css from other modules, found in the build setup and not just in my source tree.

I came up with this patch that works for my, and like to know if this would be an acceptable way of doing it in the future, and to try to come up with some constructive idea to an solution.
