Strange 'at' in dateTimeFormat-long (cldr/nls/en/gregorian)

Description

In both dateTimeFormat-long and dateTimeFormat-full, the format is:

"{1} 'at' {0}"

This is quite strange (new to 1.8) and our test team rejected this. I suggest something like:

"{1}, {0}"

these strings come from the Unicode CLDR project unicode.org/cldr Dojo takes the CLDR verbatim, and these strings may change from release to release.
