Consider moving flattened resources from nls/ to src/nls/

Description

Right now flattened resources from a custom build are placed in a nls directory as a sibling to src. We should probably move nls inside src to keep with the goal of having just dojo.js outside of src. This would also free up the "nls" module name for use by outside developers (Dojo would use dojo.nls for the flattened resource modules if we move nls inside src).

If this work is done, then we can remove the registerModulePath calls for nls in loader.js and loader_xd.js for nls.

Assigning to peller, for now, but he can decline if he wants. We've talked briefly about it, and he seems in favor of considering the change. This is a build artifact and something referenced by "internal" dojo code, so it should be possible to move it around without affecting developers using Dojo.

Status: newclosed

No longer valid, really, since the directory structure has changed in 0.9. We'll handle this in #2713 .
