TooltipDialog: textDir property does not affect title display

Description

When user sets textDir property of TooltipDialog? to "rtl", the title of TooltipDialog? is displayed with "ltr" text direction.

Support for TooltipDialog textDir parameter to affect TooltipDialog title. Although I don't know why we are supporting titles on TooltipDialogs at all. Fixes #16358 !strict.
