Right, this is intentional. Claro use a CSS linear-gradient to render that subtle blue background at the bottom of a tooltip, and linear-gradients don't work on IE until IE10. Actually, they aren't working well in IE10 either in this case, since the alpha value between the two colors is different (see the "known issues in IE10 PP1" section in http://blogs.msdn.com/b/ie/archive/2011/05/04/css3-gradients-in-ie10-platform-preview-1.aspx).

For some other linear gradients like on Buttons, Claro is using a real image on machines that don't support linear gradients, but I didn't think it was worth it in the Tooltip case since the gradient is so subtle anyway.
