Mobile Tabbar layout needs to be smarter about platform UX differences

iOS Tabbars typically on bottom, Android typically on top. We would like an option for a mobile view to have a property that would control the tab bar location based on device detection. Currently, you have to create two different view's to handle these differences, but we'd like the View component to be a bit smarter (like Opener), so that it handles this difference (and potentially others, like where to display toolbar buttons or actions based on established UX guidelines on the different vendors platforms). This needs to be opt-in, possibly a Mixin to View, as their are also times when u want direct control over the layout and don't want the automatic layout.
