CSS problems with menus (Webkit/Chrome)

Description

When viewing dijit/themes/themetester.html with Chrome (18.0.1025.162 m) dropdown menus look fine in Claro, but when using Tundra or any other theme some borders are missing (right and bottom borders).

Same page displays correctly in Firefox.

This is what I see for tundra, which looks fine:

Please see attached gif for how the Drop Down example a bit further down on the same page looks. It's the standard test page so I won't refer to any specific URL in this case.

Use overflow:visible rather than overflow:hidden so that border displays on drop down menus in tundra. Fixes #15215 !strict.
