If the series data are updated after charts offsets have been computed the offsets might not be good anymore

Description

If the chart series are updated from initially 1-10 (for example) to 1000-10000 range after the initial computation of the offsets, those offsets might not be big enough anymore.

For example in dojox/charting/tests change stock.json data file to contains data points around 1000 and re-launch test_DataSeries.html you will see the vertical axis of the first chart not being given enough room.

We should probably introduce a parameter to updateSeries that allows to recompute the offsets if we consider this is needed.

  • Having lighter charts especially for mobile (inherit _WidgetBase, have SimpleTheme? vs Theme). Also fix some AMD dependencies to minimize them.
  • Introduce a parameter to recompute offsets after calling updateData on series
  • fix a regression on tooltip position after scroll.
