Exception in SpinWheelSlot when hidden/invisible

If SpinWheel? is not visible (for example, if it is placed in a secondary View that is not currently visible), results in an error.

If the SpinWheel? is visible, then in SpinWheelSlot?.getCenterPanel(), the properties offsetTop/offsetHeight have non-zero values, and the function returns a panel instance. If SpinWheel? is hidden/invisible (for example, in a secondary View that isn't currently selected), then the offset* properties are always zero and getCenterPanel() returns null, causing exception.

Fixes #13871 !strict Removed setTimeout. If the SpinWheel? widget is initialized when it is on a hidden pane, the initialization fails because correct dom element dimension is not available. If that is the case, keep the initial value in a widget property, and apply it when resize() is called next time.
