Description

Speed up editor creation by deferring creating toolbar dropdowns.

Originally part of #13852.

Already has checkin [26469/dojo]: For Editor foreColor/hiliteColor plugins, defer loading ColorPalette until user presses button. Refs #13852 !strict.

Fix typo (already fixed in 1.7 and trunk), refs #13866 !strict. The typo prevents the ColorPalette from initially having the selected color == the color of the selected text.
