Description
dojox.form.Uploader used with Flash plugin is not working when browser does not have flash installed.
It would be nice if it could be inherited from IFrame plugin in that case.
(similar logic is already applied when IFrame is used for instance. IFrame is redirected to HTML5 plugin in case it is possible).

My apologies that this was ignored for so many years.
Given that flash is quickly being abandoned as something that runs by default on the web, I'm going to mark this as patchwelcome. If you want to create a pull request via github following the guidelines at https://github.com/dojo/dojo/blob/master/CONTRIBUTING.md , we'll review and land it.
dojox.embed.Flash should be checking for the installation. But, I will take this advice and apply it as I have some changes to make that will be in 1.8.
