We don't really support large TooltipDialogs. There's code for Dialog to shrink the Dialog to fit on the screen but nothing for TooltipDialog, so even if it did show up it wouldn't be very useful since the user couldn't see the whole thing.

    1 The test case in dijit/tests/TooltipDialogLarge.html is sufficient to demonstrate. In IE8, if you resize the window vertically to less than the height of the expected TooltipDialog, nothing at all will pop up.
