Description

On webkit browsers, <textarea> in a dojox.mobile.ScrollableView widget does not react to user interaction, thus the user cannot put focus on it or type text in it.

To enable touch scrolling, system's default event handlers are disabled. The exception is when the target node is <INPUT> or <SELECT>. We need to add <TEXTAREA> to that exception. We may need more general solution for this in the future, but to minimize the risk, the patch is just to add checking of <TEXTAREA>.

(In [23788]) Fix from Kamiyama-san (IBM, CCLA) for dojox.mobile.ScrollableView interaction with <textarea>, fixes #12292 !strict.
