IE9: dijit.Menu: dijit context menu does not supercede browser context menu

Description
http://archive.dojotoolkit.org/nightly/dojotoolkit/dijit/tests/test_Menu.html has a dijit.Menu hooked up to act as the page's context menu. However, in IE9, the browser's own context menu appears first - upon dismissing that, the dijit.Menu then appears. No errors are logged.

It occurs to me now that this is almost definitely an effect of #12257.
