Description

dojo.date.locale.format formats the time using '.' to separate the time parts (hours, minutes, seconds). The actual separator is ':'. There is more on the subject at http://std.dkuug.dk/cultreg/registrations/narrative/da_DK,_4.3.html.

We use the data provided by unicode.org/cldr. They have their own tracker. I found this issue, which appeared to make the change in the other direction and cites some sources (yet the status is wontfix... I don't know if that was accidental)

The source it cites is 1997, slightly more recent than your source. Either way, I'd recommend taking this up directly with the CLDR team. Dojo will continue to roll in updates from the CLDR in future releases and we do our best to remain current.
