update from xiang zhou (IBM, CCLA): Follow eugene's comments, add title orientation parameter and put axis title font, axis title font color, axis title title gap and axis title title orientation in theme.

hi bill, it is not duplicated, #11529 is chart's title, #11530 is the axis's title, I separate these two just because I suppose the chart title feature is really necessary but I'm not quite sure whether the axis title feature is really necessary.
