TextArea: shouldn't display resize handle (webkit)

Description

Although SimpleTextArea should display a resize handle (on webkit browsers, where it's supported natively), TextArea shouldn't, since it changes it's height automatically based on the amount of text.

At the least, TextArea shouldn't display a vertical resize handle. Perhaps we can set resize: horizontal to display a horizontal resize handle, although then the TextArea would need smarts to detect when it was resized horizontally, and then adjust it's height to match the new height of the text. Probably best to keep it simple and just set resize: none.

Note that SimpleTextArea and TextArea are currently sharing the same baseClass (of dijitTextArea); we will need a separate class name for each widget.

(In [22616]) Don't display resize handle on auto-expanding Textarea, fixes #11384 !strict. Using CSS class dijitExpandingTextArea in anticipation of 2.0 name change of TextArea and SimpleTextArea widgets.
