Description

In dialog.css - add font size styling to dijitTooltipContainer to overide dijit.css to be consistent with the rest of the font styling across claro. (Currently in dijitTooltipContainer, Dijit.css uses font=small instead of 'em' which is commonly used across the dijit widgets.

I'm wondering why we used font: small in dijit.css, and whether we should be applying this change in dijit.css instead of claro/Dialog.css

The font: small in dijit.css is affecting tundra, so I don't want to remove it, because that would make tundra's font much bigger, nor do I want to change it to font: 1em, because that would also change tundra's font size.

I will check in the change for claro though.
