dojo.date.format - i18n (translations)

Description

Descriptions of date elements (months, days, ...) are in English only. Translated versions for different languages would be nice.

These translations can managed by the i18n package

the following variables are involved: dojo.date.months, dojo.date.shortMonths, dojo.date.days, dojo.date.shortDays

All of these are available today in dojo.i18n.calendar.GregorianNames?, though I'm likely to move this class before I close this bug. Also, I should probably remove the old arrays in dojo.date (can't deprecate 'em)

moved code to dojo.i18n.datetime. Don't want to close this bug until I fully remove the old stuff from dojo.date

(In [5421]) deprecate getDay* and getMonth* methods in favor of i18n replacements. fixes #1128
