    1 In themeTester.html (tested on IE6 in high-contrast mode), hovering the left/right/menu buttons of the !TabContainer shows a tooltip but it's just a box, not a word or a letter.

     13It seems pointless to have a title equal to the label itself, do you agree?     Do we need an actual word?   The close icon for individual tabs has the word "close" on hover, so if we do the same thing here those buttons would need tooltips like "scroll left", "scroll right", and "menu".
