LinkDialog "Target" option should be able to be disabled.

Description

The target option for the LinkDialog? is confusing for non-technical users, in my opinion. It would be nice to have an easy way to disable it.

The easiest solution is to use CSS to just hide the row. However, there are no classes on the rows, nor is there a class on the label or target select element. This means a CSS solution is effectively impossible.

Even with a CSS solution, there is no way (currently) to just not have a target implied at all, since it is embedded in the template.

Would it be possible to have the base class for LinkDialog? that does not include a target (which the image version would subclass), and have a third alternative called createLinkTarget (or something) that includes the target option?

The target was a repeatedly requested feature. Not removing it, sorry.

I didn't need it to be removed, but I really want the ability to hide it. I gave several options, even just as simple as adding some classes to the row in the template, so I could target it with a CSS stylesheet.
